On August 9, 2013, Western Resource Advocates (WRA) submitted comments. Six other environmental and clean energy stakeholders (Clean Energy Project, Interwest Energy Alliance, Natural Resources Defense Council, Nevada Chapter of the American Institute of Architects, Sonoran Institute, and Vote Solar) joined WRA for the comments.
