In November 2023, Gridworks released a primer on the barriers to backbone transmission development in the West. From Gridworks:

We need more folks working to expand the capacity of Western transmission now. To speed the orientation of new entrants to this challenge we are pleased to share a primer, “Barriers to Backbone Transmission Development in the West” and invite you to learn with us.

Go Fast, Not Slow
Gridworks has spent five years struggling to understand why the West is not building more backbone transmission to ensure reliability and lower costs for customers by delivering clean energy. It’s a complex, fragmented challenge.

Our goal in publishing the primer is to allow you to fast forward, quickly understanding the barriers and engaging with us to develop solutions.

WGG, Utah Clean Energy, Western Resource Advocates, NW Energy Coalition and +350 Bay Area wrote a letter to Secretary Raimondo recommending a decisive rejection of a tariff that hinders solar development.
WGG Submits Comments : Challenges PURPA Proposal in Arizona December 13, 2018

On August 6, 2018, Western Grid Group, Sierra Club, DL Energy, Gridworks, Western Resource Advocates, NW Energy Coalition, Vote Solar and Natural Resources Defense Council sent a letter to Commissioners, Chairs, and Leadership of FERC, WECC, and NERC regarding the future of a Western Interconnection with multiple reliability coordinators. The groups expressed their concerns and recommendations regarding the likely potential of a future for the Western Interconnection that will involve the management and coordination of multiple Reliability Coordinators.
