The Center for Energy Efficiency and Renewable Technologies (CEERT) has released two reports earlier this year on the need for expansion of the high voltage transmission system and for reform of the state’s permitting process to overcome delays in transmission project permitting and construction over the past decade.

The report released in March 2023 discusses transmission challenges facing California policymakers. The report will be updated after CAISO releases its 2022-2023 Transmission Plan

March 22, 2018. Western Resource Advocates, Western Grid Group and Natural Resources Defense Council submitted comments on CAISO’s February 22, 2018 paper on DAY-AHEAD MARKET ENHANCEMENTS
AND EXPANSION TO THE EIM.
Western Grid Group (WGG) filed comments on March 16, 2016 in response to California ISO’s straw proposal for Regional Resource Adequacy (RA).
On November 20, 2015, the Western Grid Group submitted comments on the the issue paper for the Transmission Access Charge Options Initiative proposed by the California ISO.
RETI (Renewable Energy Transmission Initiative) identified and ranked Renewable Energy Zones
in California and neighboring regions, using both economic and
environmental criteria, determined the transmission needed,
based on least-regrets transmission planning principles, to access
and deliver target renewable energy, and prepared a statewide
conceptual transmission plan. RETI has been effective in identifying
development priorities and in building stakeholder support
for generation-transmission development for renewable energy.
Its approach is applicable to other jurisdictions considering
large-scale wind power-transmission construction.
California’s RETI collaborative set a high standard for aligning electricity generation and transmission with environmental values. This peer-reviewed article, in the July 2102 issue of IEEE Transactions on Sustainable Energy, provides an overview of the rationale for both stakeholder involvement in transmission planning and for zone development of renewables.
